Hillsborough has three cities and a county HPI

The Tampa Bay note already split two metropolitan divisions. Hillsborough County is a different mash: treating Tampa, Plant City, Temple Terrace, Brandon, and Riverview as if they share a city coupon. The 2020 Census place-by-county file lists three incorporated cities in this county: Tampa, Plant City, and Temple Terrace. FHFA’s annual all-transactions House Price Index for Hillsborough County, reprinted on FRED as ATNHPIUS12057A, is 387.39 in 2025 versus 381.06 in 2024. That is a county index, 2000=100, last updated March 31, 2026. It is not a Tampa lock.

The three cities, and the places that are not cities
Tampa, Plant City, and Temple Terrace are the only incorporated places in Hillsborough County in the 2020 Census file. The same file names thirty Census-designated places: Apollo Beach, Balm, Bloomingdale, Brandon, Carrollwood, Cheval, Citrus Park, Dover, East Lake-Orient Park, Egypt Lake-Leto, Fish Hawk, Gibsonton, Keystone, Lake Magdalene, Lutz, Mango, Northdale, Palm River-Clair Mel, Pebble Creek, Progress Village, Riverview, Ruskin, Seffner, Sun City Center, Thonotosassa, Town 'n' Country, University, Valrico, Westchase, and Wimauma. Brandon is not a city. Riverview is not a city. Lutz is not a city. This desk will not invent a median, days on market, or a city HPI for any of those names.
The opening local note already said a city URL is not a series. Three municipal charters do not create three official house-price prints, and they do not create a Hillsborough 30-year.
What the county index is not
The FRED reprint of FHFA’s annual all-transactions series for Hillsborough County is not the quarterly Tampa metropolitan-division row. That Tampa MSAD all-transactions print, not seasonally adjusted, was +1.07% year over year and −0.41% in the quarter in the 2026 Q2 table. Different label. Different frequency. Do not average them into a South Tampa letter. The same Hillsborough annual series is 372.26 in 2023, 341.07 in 2022, and 276.16 in 2021. A 2025 county index above 2024 is still a county index.
BLS’s Tampa-St. Petersburg-Clearwater CPI-U names the Core Based Statistical Area as Hernando, Hillsborough, Pasco, and Pinellas. For July 2026 that release has all items down 0.1% from May to July and up 1.9% for the year. Shelter rose 0.4% over those two months and 0.2% over the year. That overlay includes Hillsborough. It is not a Tampa city CPI and not a local coupon. Sunday is not a weekday mortgage-index day. The last official daily 30-year cited here is still 6.81% as of August 28. Friday already said the last weekday before the September 15–16 FOMC is not a lock. Keep Freddie Mac’s weekly 30-year at 6.66% as of August 27. Use the payment calculator only as a shape.
